Stabilizing an Enterprise GIS Transformation Through Integrated Program Controls
A major multi-operating-company utility was executing a complex enterprise GIS transformation that had fallen behind schedule, exceeded budget expectations, and lost delivery predictability. Following a PMO transition, Greencastle partnered with client leadership to establish integrated program controls that strengthened governance, improved schedule forecasting, and enabled proactive executive decision-making. The enhanced operating model increased transparency, improved cross-functional coordination, and helped position the program for a successful enterprise go-live while establishing sustainable governance practices.
THE SOLUTION
Greencastle stabilized a complex enterprise transformation by rebuilding program governance, schedule integrity, scope controls, and executive decision support across multiple workstreams, vendors, and operating companies.
Benefits
- Predictable Program Execution
Strengthened schedule integrity, forecasting, and critical-path visibility, enabling earlier identification of delivery risks and corrective action before significant schedule impacts occurred. - Proactive Schedule Management
Converted the program schedule into a forecasting and management tool capable of identifying variances, critical-path risks, and corrective actions earlier. - Stronger Scope & Decision Controls
Connected scope, schedule, finance, resources, and risk data so leadership could evaluate proposed changes and make more informed delivery decisions.
APPROACH
PMO Stabilization & Enterprise Alignment
Greencastle helped establish a standardized PMO operating model across 11 workstreams, seven vendor partners, and multiple operating companies. The team introduced consistent governance cadences, reporting practices, operating procedures, and escalation paths while supporting enterprise convergence across differing business processes, technical requirements, and organizational priorities.
Schedule Recovery & Value-Based Forecasting
Greencastle rebuilt the Integrated Master Schedule by implementing scheduling logic, to include building predecessor and successor relationships, and finding true critical path. Weekly planned-versus-actual analysis enabled identification of risks to scheduled activities and enabled mitigation before impacts were realized which helped the program keep its go-live date. The schedule was also connected to strategic milestones and key deliverables that were associated with benefit realization to help communicate earned value to stakeholders.
Scope, Change & Decision Governance
Greencastle restored end-to-end scope governance by centralizing deliverable tracking, standardizing approval and archival workflows, and rebuilding visibility into critical design, architecture, and planning artifacts. The team established a structured Change Control process that distinguished vendor defects from legitimate scope changes, assessed financial, operational, schedule, resource, and risk impacts, and supported convergence toward common enterprise standards and symbology. Beyond disposition, approved changes were carried through execution via schedule and resource-plan updates, contract adjustments where needed, test-case development, implementation tracking, and downstream follow-through.
CONCLUSION
Greencastle helped transform a reactive PMO into a proactive program controls organization capable of supporting a complex enterprise GIS transformation. Standardized governance improved coordination across workstreams, vendors, and operating companies, while stronger schedule forecasting provided earlier visibility into critical-path risks and recovery opportunities. Integrated scope, financial, resource, and operational analysis strengthened executive decision-making and execution discipline.
